Why don't they get strikes for using original music?

Hello, I just want to ask for the sake of interest, I just want to start a music channel too, with the content of the category "Guess the melody" and use various music, from pop to rock and EDM music, but that's not the question. I noticed a lot of channels on YouTube that use copyright music in the video, of course, most of them hold for 10-15 seconds and no more, but still, according to YouTube rules, any use of copyright music without a license for it is a violation of the rules. But I notice that the videos remain, the channels are not banned, everything is fine there, while the descriptions do not indicate anything about the music in the video. For example, I'll take Adushkina's channel, I somehow watched my sister watch it, and heard author's music there at least in 2 videos: 1. Kygo - Stay ft., music at 5:00 and at the end of the video, of course, not only this one, but also from Katy Perry. 2: Martin Garrix ft. Bebe Rexha - In The Name of Love (DallasK Remix Remix ) on the use of author's music in the video?Or is it all about the affiliate program, which, if anything, will solve all the problems?I would be grateful for a clear answer.

A channel that has 3.7 million subscribers can afford to pay.
The use of licensed music does not always require this to be indicated in the video description - this is decided differently and it is completely invisible to anyone except the channel admin (through the response to the Content ID Claim, for example).
