Good afternoon! Please tell me how can I place an application in the Android Market, if I myself am from Belarus? What is needed for this, is it required to make any contributions? How are funds withdrawn?

Officially Belarus is supported, but payments are not accepted.
25 bucks one-time payment to enter the Market (it works fine with a Belarusian currency card).
The withdrawal of money seems to be only through the AdSense account (there is a link to the card) and Belarus is not held in high esteem there.
I have not yet found how to legally withdraw money from there, only if through a partner campaign abroad, for this a legal entity needs to have permission to trade currency, an individual cannot do anything. The option of opening a foreign currency account abroad is prohibited here, punishable by some kind of fine.

I think the correspondence is moving towards completion. It turned out that Russia is listed in the Checkout. You can’t change it just like that, you need to create a new account in the Market. It's 25 bucks again. But it is not clear what will happen to the flooded applications.
As a result, I found this checkout.google.com/support/sell/bin/answer.py?hl=en&answer=150324 (you can’t sell from Belarus) and I think to forget about sales through the Market. Now I remember why I indicated Russia during registration.
We will follow the path of Navitel - the application is free, and the necessary data or key will be purchased separately until we leave the cave.

So from Belarus it is allowed to publish free applications and download and buy any, incl. and paid apps. Until the new year 2015, this also worked with the ruble international card. I think when the situation with the ruble exchange rate stabilizes, this opportunity will again become available.
To publish paid ones, you either need to become an individual entrepreneur (if the income is serious) and most importantly this method is legal, well, or register through Russia, but then there may be problems with tax and law enforcement agencies.
