Any more or less adequate cross-platform framework - ReactNative / Flutter. But if the application simply copies the site without additional load, the playlist will most likely not let it through
I answer myself - I could not find a mobile router, that is, a router with a built-in battery and supporting OpenWRT. There were no options to install OpenWRT on a mobile phone either. However, there is a way out - the TPLink MR3020 router supports OpenWRT https://wiki.openwrt.org/toh/tp-link/tl-mr3020 and can be powered from the MicroUSB connector (any external battery). So there was no need to collect a battery pack with wires and electrical tape)
