You must have accounting documents for the transfer of rights. This is the most important thing now. These rights must be acquired from someone who has the right to sell them and are formalized by agreement.
The sticker is cool, but it's secondary.
What exactly to do?
Option 1:
Google on the subject of downgrade. Let's say a Win7 buyer can make it up to XP. So, buy a 7-ku in the store and prepare a piece of paper about the rights to downgrade (in fact, any, since the legal force in the screenshot from Wikipedia and the paper written by Gates's own blood is approximately equal - from the point of view of the inspector).
Option 2:
If you suddenly buy completely honestly from someone who provides false documents about the rights to sell such software, you are likely to be a deceived, but conscientious purchaser.
Option 3:
Why not buy a used laptop with Windows XP? Of course, there are difficulties with registration there ... But accountants will completely solve them for themselves.

By the way, about stickers. There should also be a sticker with the serial number.
If it has already been used, then it is unlikely that the sticker was torn off.
Activation is expected only once.
Reactivation is possible with a small change of iron.
On multiple computers, activation is illegal.
In fact, if this is not an old kit that has been stale for about 14 years, then you can only buy with a system unit.
