Phonetic "detranslit". Is there a solution?

Transliteration of Russian characters is not a problem for a long time. Including thanks to clear translation tables and various modules for this.

There is also a good phrase - "Even in phonetic languages there is a great arbitrariness in the sound of the same letters, depending on the context."
Let's make things a little easier and finally formulate the problem:

Get the Russian sound of a word written in English.

Direct detransliteration is not suitable here because of the open / closed syllable, double "oo", th, ought, ville and many other reading and pronunciation rules.
Online translation services, unfortunately, do not translate words they do not know, such as proper nouns.
