In general, which IDE to choose for PhoneGap? What is the integration with? Is there an emulator?

There is no IDE for the whole fongap, you can write code on what you are used to, it is usually assembled through the CLI , but you can also use the means of the platform under which the development is being
carried out. The best option is an iron physical device on which the application is installed and debugged, it is faster and more convenient, at times. You can also raise Android (etc) on a virtual machine, which is also an acceptable option in terms of speed.
If you really want an IDE, again for a specific platform, for a droid there is such a thing and the classic version of Eclipse + ADT
