Is there a way to build a js application on windows CE 6?

Similar to cordova or phonegap? Now there is an application-terminal for data collection, it works under android. now there is a need to connect it to the old TSD on wine-ce (with hardware barcode scanners). I don’t want to write again in c / c ++ / delphi, I want to use the existing isomorphic application on cordova (in extreme cases, if not by intercepting the scanner event, then at least with the input field and input event as in the web version). Is there a way to build a native application, or a browser with html5 support under win-ce 6?
