Pfsense and openvpn - combine 3 networks into 1, what's the best way?

Greetings,
there are 3 locations, in each of which the router is pfsense.
192.168.0.1/24, 192.168.1.1/24 and 192.168.2.1/24
Currently only 1 static IP, decided to use it as openvpn server.
What is the correct way to do it, create 1 server with 2 keys, with 1 key, 2 servers (one for each client)?

The simplest:
One server and two clients - conditionally site to site.
For good, of course, it would be to make mesh vpn, but this is no longer for openvpn.
It's just that otherwise the traffic from one network C to network B will go through network A.
You can use openvpn and get smart here, but not very convenient.
