Page without admin panel won't open bitrix?

What could be the reason if the page without the admin panel does not open and gives out net:: ERR_CONTENT_DECODING_FAILED, but opens in the admin panel. When resetting the entire cache without the admin panel, will it open once, and then become unavailable again?

2) Check the server through the built-in site check
3) Disable the compression module, if one is installed
