That somehow the manufacturer of the computer made it so that a certain OS is not installed?
More precisely, I bought a monoblock, the parameters are of course terrible, but win10 runs, but it's impossible to install LXDE or another Linux, WinXp is also in the "flight".

UEFI + Secure boot. It not only can, it is actually a regular UEFI function - to block the possibility of installing another version or another OS. It is now almost everywhere, only by default it is either turned off or can be turned off. And in your device, it is apparently activated and removed from the menu.
How to remove? Well, you can try to look for the BIOS firmware, where this function is disabled - on specialized forums, for example. Enthusiast fans don't do that. You can look for engineering codes to disable them - they probably exist, because somehow the developers tested it :)
You can get drunk with grief and kill the device against the wall :D
