What is the best way to build a PC?

I'm building a new PC in the budget of 30-40k and I can't decide which is better to take. There is a choice between Ryzen 3 3100 + rx550 and Ryzen 5 3400G. What is wiser to take? The price with rx550 is 3k more. It is planned to work in various IDEs, sometimes training simple neural networks, and toys, of course.

With the 550th, of course, it's better if the games are still played. But you won’t play much new games on it either.
