Many issue IP addresses like 10.х.х.х, which are actually located behind the provider's NAT, and it will be impossible to reach "outside" (from another provider, or even another provider's network).
And yet, if the "static IP address" service is not ordered (usually it is paid), then the IP will change periodically (and every time the router is connected to the Internet), respectively, it will also be difficult to reach outside. The solution is to use services like DynDNS and the like.
