Also recently solved a similar problem. At the construction site, 4 television standard cameras were hung in different places, they were connected to a video recorder. Since there was no wired internet nearby, I had to use skylink + white IP. The video recorder clings to the skylink router, outside you can connect via external IP to the web interface of the video recorder.
The whole idea (equipment, installation, setup) came out about 150t r.

I recently helped with a similar project.
We used 6 Panasonic BL-C1 cameras and a Video IQ7 system. The goal was to minimize costs. It worked out very well on a budget.
The cameras are not 360 degrees, but the combination of six cameras gave a simply gorgeous result.
VideoIQ7 raises its web server and cameras can be viewed via aaa.bbb.ccc.ddd :port
