Online study abroad? Are there options?

Hello!
Is it possible to get an education in foreign universities online? I know about the options for studying in absentia and taking courses, a la Coursera, that's not it.
I would like to study the full course, with a diploma.

GeorgiaTech offers a joint program with Udacity.
Stanford has a Stanford Center for Professional Development , however, apparently, they won’t give a diploma there, only a certificate.
Harvard has a Harvard Extension, but they say outright that you can't earn a degree online alone.
