On what free CMS can you quickly make a light site?

The task is to quickly make a small website for a small company. Standard sections - portfolio, services, contacts, etc. On which free CMS can this be implemented?
Requirements for CMS:
1) free;
2) customizable with the ability to change the design through templates;
3) relatively reliable;
4) not ModX.

If it's quite simple - "get-simple" . Here even the database is not needed, everything is stored in files.
More complicated - "octobercms" . It's much more flexible and functional. A business card website can be made from scratch in a couple of days, an online store in 1-2 weeks. It all depends on the complexity and experience

You just need Modx .
With such a set of functional sections, the integration of HTML layout will take a couple of hours.
At the same time, the code will be clean and transparent. No dirty hacks.

Grav is a great CMS that doesn't require a database.
