Which one to learn mvc/crud/rbac framework/cms to rob caravans?

Good afternoon.
There is a task to make something like your ACP / CRM (admin + personal account).
There should be a variety of directories, accounting objects, payments, services, invoices, reports, etc.
I would like to write as few bicycles as possible, and a product where everything is ready, namely:

-Authorization system with users and rights. and so that the rights not only to actions with controllers, but also with line-by-line rights. (Let's say each user sees only his own accounting objects, and the other user sees all the objects (lines) of his group and can edit)

-Inline editing of any tables, and with a normal check of rights to a given cell without substituting queries. Preferably all sorts of prettiness such as the ability to select tags from the drop-down ajax-list and fix them in the database.

-To the maximum, examples are already ready, just to correct for themselves. well, there are examples of all sorts of controllers for users, computers, payments, reports on payments and services.

- Preferably in python.

So far, I couldn’t think of anything better than trying to make a bike on django by collecting a hodgepodge from a bunch of different examples, and somehow attaching x-editable there, but it still turns out badly.

PS Ideally, this is all with a visual form editor. It is direct type of any FoxPro or MS Access.
