Old monitor goes crazy (with VGA to HDMI adapter), how to fix it?

Hello everyone, such a problem - I assembled a new computer, I wanted to cut the old monitor as a second one, but it goes crazy (I stuck the video). When, for example, the browser or any other application is compressed, i.e. in a small window - everything is ok, but it's worth doing "in full screen", this is how the concert and performance starts (it hurts the eyes).
The computer itself works fine, the main monitor is generally perfect, but here is the second, old, so capricious.
Save me, please :D

refuse adapters of this type. in this case, it's a lottery. take a monitor for 100. I built the same computer myself and had the same problem. I immediately decided not to fool my head and went behind the monitor. you can also look in installments if all the money on the computer is gone.

It was like this, the adapter is shitty, the monitor receives a bad signal and is cut down.
