Officeserv 7070, why doesn't speed dial 61*** work?

Good afternoon.
There are 4 OfficeServ 7070 PBXs installed in different branches.
I'm trying to figure out why one of them doesn't have speed dials on command 61***.
In 4.4.0, the desired phone is registered, but when dialing 6, the message "wrong number" appears on the screen of the system phone.
I would like (but can't) to start by finding the code that specifies the list of commands dialed from client phones, such as type, speed dial, enable forwarding modes, DND, and so on.
To check that the command "61" is indicated there for speed dialing.
Knowledge of PBXs is basic, I can change some parameters, such as speed dials, forwarding, addresses of remote PBXs, groups of stations, etc.
There is no deep knowledge.

Check the numbering plan in 2.8.0 → Cabinet FEATURES → Slot SPEED.
