Obfuscated VBS\BAT in SFX archive. What is it and how can it be opened?

How to unpack it? I open the SFX archive, and there vbs + bat, which are obfuscated.
Here is the text of them:
This is bat:
@echo off & %gq%%kXauowRBLPRixsbr%...CUT

But vbs
#@~^[email protected]
What kind of obfuscation is this? What are the ways to open it and get the password and pull out the exe file from there WITHOUT launching the SFX archive?

Obfuscation is like cryptography... obviously encrypted.
