Not enough resources, Can't get 24fps when capturing 4K screen, how to solve?

Hello guys!
I have a laptop with the following filling:
Intel Core i7-6700HQ 4x2.6 GHz
16 GB
NVIDIA GeForce GTX 960M, 4 GB
3840x2160 px
Faced a problem with low video frame rate (8-20fps) when recording the screen
Use Bandicam, Captura, Action, tried various options.
I found information on the net that there are simply not enough resources, but Bandicam eats only 11% of the CPU and ~ 200 MB of memory. How then can resources be scarce?
I obviously don’t know something ..
Please tell me what you are talking about on the topic, what thoughts, how you can squeeze out the norms. frame rate.

it handle 4K encoding in hardware? I only tried 1920x1080 on the GTX970.
