Why a module? Sometimes it's easier to spend money than to show a little ingenuity? Listen here, on the example of the 2nd version:

1. in modules, create a new module from the "new arrivals" module with the name "page" with, for example, 16...24 product positions
   
2. go to design/layouts create the "News - Page" layout, in it display the newly created "page" module at the bottom of the page
   
3. then in the catalog / information, create a new page, fasten the title, all meta, etc., do not forget seo_url, in the editor at the top of the page write in H1 something like "New blah blah blah", pepper a little with text, and most importantly - in the design tab, assign the page ... correctly, the newly created "news - page" layout
