New employers appreciate that you have experience with completed projects?

Does it generally affect something: the salary, the fact that they will hire you? And again, how long a programmer's career does this affect (if it does). In terms of how different the importance of these factors is, when a proger responds to a resume with 1-2 years of work experience and vice versa, when a proger already has 5 years of experience.

Depends on how much he has grown, someone in six months grows like others in five

In the vast majority of cases, there is a direct relationship between experience and professionalism. Therefore, long-term candidates are more attractive to hire and cost more. And of course, participation in successfully launched and monetized projects is much more significant than in projects that never took off.

In IT now, do "completed" projects exist in principle? What kind of projects are these?

not at all if a proger with two years shows more experience and knowledge. Look at the displayed knowledge and experience in specific technologies. It is clear that the one who worked in the project stack is preferable. Everything else is already tertiary and rather an advantage over others with equal skills.
