hard up to 1 TB 7200 rpm, no less, SSD xs, probably not maybe the server one will be expensive, but I need the reliability of the

Processor - AMD or Intel is important here

You can wedge yourself into the price range by sacrificing performance, but here the question is whether it will take out 200 uniques / sec.
In general, my opinion is that such an amount is not enough, you need to exclude one thing from the parameters of reliable | cheap | productive.
In this budget, except for the hetzner at the sale, a dedic for a year to buy.
In a closed mezzanine, even a low-power processor will heat the air.
