Need some advice on learning web design?

Hello, I need advice from designers. I am learning web, I know html,css,less/saas,php,angular,jquery,php,codeigniter. I did my first project, left the design for later, and when it was necessary to do the design at this moment, I stopped, then I looked for work and did not finish it, after that I tried landings, an online store. Now I want to finish the project, I was thinking about buying a design, but then I changed my mind and decided to do it on my own. In principle, I love good design, but to create something not trivial, I understand that imposing is not an option right away (for me personally). The only thing I can add is that for some time I tried to draw, though mostly portraits.
In general, this is how I see my plan:
1. Learn Photoshop and illustrator.
So far, it is the web that interests me, I think there are some more specialized courses, videos, articles, I will be glad if you share.
2. Take ready-made website templates from themeforest, dribble and famous designers. And practice.
I would be grateful for any other sources with a good design.
3. Take a couple of books like Alan Cooper "Psychiatric hospital in the hands of patients", Jakob Nielsen "Web design" and sometimes look in, make some notes for yourself.
In general, I want you to give me instructions and correct my future web design training plan, and also share links to resources that were useful to you in training, I understand that now mostly useful information can be read not from books, but from articles and mainly from English-language resources or their translations. As for the courses on Photoshop and Illustrator, I wanted to clarify whether there are courses specifically for the web, or is it necessary to look at working with the program as a whole? Thanks in advance.
PS If I understand that it’s impossible to learn everything at once, it’s better to decide on something and just buy a design from a freelancer. But for now, I spend the last money on musical equipment, and I'm always interested in trying something new, in fact, why not try, maybe I'll like it.

The ability to draw does not guarantee the ability to design
There are cool dizers without artistic talents

Try to master the bootstrap styles first, and bring at least one project to the end using your knowledge + bootstrap style. It will help you in the first training projects to deal with web design. Understand what elements should be present on the site and why, how they interact with the user and what they consist of.
Read books only if you like to read, because you will never find direct advice there)) water-water :) You should definitely practice, and you can learn Photoshop a little later, when you already have an understanding of what the site consists of.

First you need to understand the concept of "Web design". It's not just drawing pictures in Photoshop... You can and should be inspired by dribble, but also include your head. Half of the work on dribble is unrealizable in practice, it's purely for showing off in front of customers (they like beautiful pictures) ...
1. The design should help users use your service.
2. Should be realizable, layout designers and programmers should not freak out about your creativity and think about how to file it.
3. Playgrounds like dribble and behance will help develop a sense of taste chtoli.
4. Books need to be read. You will find valuable advice there. Especially Cooper.
