Mysterious Google Ads blocking?

For about a month now, I have faced a mysterious blocking of Google Ads.

Specifically, the Yota mobile Internet provider does not open the *.doubleclick.net domain at all. A direct transition to it from different browsers, including curl, and from different operating systems and devices (that is, the matter is in the provider) gives "connection reset":

therefore, all Google advertising on sites is absent at all and is blocked right out of the box.

it’s still clear where we live, and what can happen here in terms of blocking, but I didn’t find any information about the blocking of Google Ads, much less its domain in the RKN registries.
the maximum is a ban from Google's RKN to start up any advertising in Russia, but it became known about it after I noticed the blocking.
and it is unlikely that this ban means that this Google ad should be blocked.

The operator’s technical support doesn’t know anything about this at all, initially they asked for a long time with typical questions, then they created an application to a certain “profile department”, from where they answer, they say we don’t know anything, there are no blockages on our part .

Moreover, everything works with a VPN on a Russian IP, that is, there are no regional restrictions from Google itself. // upd: perhaps they are on the ad units themselves, but the connection to the doubleclick.net domain is not reset and the site opens quietly,

what could it be? really provider? or something in between? or is the RKN thus indulging in its TSPU still "behind" the provider?

advertising on YouTube in the Russian Federation has disappeared - it is no longer shown. In games where you can get a bonus after watching ads (Pirate Treasures ie) - this does not work. This happened because Google turned off ad monetization in the Russian Federation (well, Google Drink, of course - payment in RAID does not work from this - and I would like to spend money, but you can’t :DDDD)

Google does not accept payment from advertisers from Russia, perhaps because of this it has been blocked

This is an out-of-registry blocking on TSPU devices that are controlled by Roskomnadzor.
