The mobile operator charges for incoming calls, is it legal?

Not so long ago, I started how funds began to disappear from the account somewhere, and only recently I contacted technical support and received an answer. The answer shocked me, it turns out that the funds were written off for the fact that they called me, and not me to someone. Didn't the communications law prohibit charging for incoming calls?
PS I don’t know what the operator will get enough of, but I feel deceived, and I want the operator to compensate me for the damage from their fraudulent tricks

First you need to understand:
1. What is your tariff?
2. For what specific service were the funds written off?
It seems to me that the write-off occurred for incoming calls in roaming (national or international) or for the service they called you.
If for the second, then this is not a communication service, but a notification service with a daily fee of around 1 ruble, depending on the operator and connection region.
