Money hanging in pending, why?

On May 15, I finished the order (fix price)
The customer persuaded me to pay through paypall for a long time, but I did not agree and then the dancing began.

I paid 5 after that I transferred another 15 and 5 bonuses.
Already on June 23, the money is still hanging in pending. As I remember, 2 weeks for consideration and 6 days of the security period have already passed.
What could be the problem?
