Dubious customer on Upwork, is it a scam?

Today a customer wrote to Upwork with a proposal for PSD to HTML5. Although I created an account recently and there is no portfolio, I do not understand how he found me. I agreed, he said to write to the post office. Then we switched to hangouts. And there he said that he lied and had a business plan that he was earning 2000-3000$ a month. And his account was banned. And he asks for my account to manage the teamviewer (even though it's suspicious enough that he wants to use the teamviewer) and will pay 100$ per month for it. I think it's a scam or not? Maybe someone had a similar situation?
