What link should I use to register a Payoneer account to withdraw money from Upwork so that the fees are minimal?

I know that there are already enough questions on the withdrawal of funds from upwork through payoneer. But I still don’t understand exactly how much the commission is, because everyone gives different numbers.
My situation: about $4k has accumulated on the upwork, I have never withdrawn (waiting for free time to properly understand the issue of withdrawing funds). After googling, I came to the conclusion that it is necessary to withdraw money through payoneer, with further withdrawal of dollars at an Alfa-Bank ATM. They also say that it is not safe to keep a lot of money on an upwork account, because if a client complains, all money can be frozen and returned to the client.
Why not skrill: although he has less commissions, they say that he is unreliable, and here the amount is not small. Yes, and withdrawing dollars in cash later is problematic, if through an ATM, from skrill, you can withdraw about $270 at a time with a commission of 1.75% ("The limit for cash withdrawals at the ATM is 250 EUR/24h."). If you withdraw by interbank currency transfer, you can get a call from the bank and the resulting tax problems. Why not PayPal: everything is clear here, you can’t withdraw money in dollars, you can either buy in foreign online stores for dollars, or withdraw to rubles with a horse commission.

Now about payoneer. This office does not indicate its commissions anywhere, payoneer answers all questions about commissions, they say, see the commissions in your personal account. But what is interesting, and what is not obvious from other questions and answers on this topic:

I highlighted in red the commission for crediting money to the pioneer (for free) and the commission for withdrawing from an ATM ($ 2.5 per transaction + an asterisk, which, they say, is equal to 1.8% of the withdrawal amount, I found the following information on the official forum of the pioneer: "There is a fixed fee for cashing out money, independent of the amount of withdrawal, to which a percentage of the amount of money received is added (if the money is received in local currency, the commission is up to 3.5%; and if in US dollars, then up to 1.8%).").

Now I go to the upwork and see how much the upwork takes for withdrawing money to the pioneer:

That is, only two bucks per transaction, and, according to information from the Internet, there are no limits on the amount of one operation for crediting to the pioneer.
Summing up all the above commissions, all of which, except for one (1.8%), are found out from official sources, it turns out that the sizes of commissions are as follows:
  • $2: takes upwork for transferring from upwork to pioneer and these are all upwork commissions
  • free: pioneer accepts money for free, according to the first screenshot
  • $2.5: when withdrawing money from an ATM, the pioneer first takes $2.5 commission, according to the second screenshot, after this commission someone takes another, the largest commission
  • 1.8%: fee for "transactions originated in a country outside of the country of issuance", "assessed by" supposedly "MasterCard"

The total is $4.5 + %1.8, which is less than indicated in other sources. Some write more about the commission of %1 for crediting money to the pioneer.
In general, about the last commission, there are as many opinions on the Internet as there are people. Someone says that 3%, someone% 2.8, someone 2%, someone 1.8%, someone even says that this commission is 0% and the pioneer takes only a fixed commission for withdrawal.
And the worst thing is that all of them can be right, because the commission depends on which link was used to register an account in the pioneer. Here, for example, are several pioneer tariffs for other "partners", and there is not a word at all about the fact that "* There is a fee for transactions originated in a country outside of the country of issuance OR in a currency different than the card currency above all fees assessed by MasterCard.", but only "*surcharge may also be applied by your ATM/POS service provider":

Upionera seems to be the same commissions everywhere, I have both through upwork regan and directly, pioneer does not take money for crediting money from upwork, only upwork 2 basks
