How to make such a payment? Maybe there is some kind of library?

как сказал виктор есть такое в КИВИ API - кошелек должен быть верифицирован.
без верификации этот функционал будет недоступен.
Физики могут принимать оплату сейчас через сервисы онлайн торговли

или агрегаторы фри касса - для хай проекта
или робокасса - хай не пропустит.
