How to create / use ready-made software for a payment terminal?
Story:

There is a "clean" terminal, with OS WIN 7. It will be used to pay for one service.
The interface is something like this: in the middle there is a button to pay, then enter an account and finally deposit funds.
I can roughly imagine what can be done through a simple local site with a database. But I don’t know what specific scripts or databases to use for the idea.

Any database (MS SQL SERVER, MySQL, PostgreSQL, Oracle), no difference.
