the most primitive, in my opinion, solution:
1. create the “dishes” section
2. create the “everything”, “today” categories in it
3. in the “everything” category create 1 material for each dish
4. put the JUNewsUltra module (or similar in principle), we change the template to suit our needs (how we want the image and description to be displayed, knowing html is very simple), we indicate the source of materials for displaying the category “today”
in this way, you only have to change the categories of the dishes you need, from “ all" to "today" and back

Can you write yourself? Moreover, plugins for joomla are written by many people and they are quite simple. Well, or hire a coder who will write. I do not think that it will require too much money for writing such functionality.
