Mobile promotion: in all regions at once, or is it better to start with Russia?

What is the best way to promote a mobile application — in all regions at once or sequentially, starting from Russia?
I'm still leaning towards the second option, but one factor confuses me: will the application fall into the "new" category when launched in a different region?

Launching everywhere at once is crazy.
