Is mass mailing for the purpose of buying spam?

For example, I sent out 1,000 letters, they describe what I do and what I need to rent and want to do it in this company, but left companies may be involved, or companies without the service I need at all.
Is it spam if I don't sell anything but only offer to buy from them/cooperate.

Spam is all letters from strangers that users do not expect. The point is not even in the theoretical definition of spam, but in the fact that users, having received your letter, will most likely click on the “spam” button.

If you send 1000 such letters, then very soon the systems of Yandex, Google, mail.ru and everyone else will consider you a spammer and drive your letters to the spam folder. Moreover, Yandex, as far as I know, will simply not let your letters through. Your email address (domain) will be blacklisted very soon.

On the other hand, you won't get arrested or jailed for spamming. So if spam makes you money, why not use it? After all, SEOs often use "gray schemes" for website promotion. For example, buying links. It is, in fact, a scam.
So if it's cost effective for you to bulk send, use a third party service and an additional domain name. In order not to compromise your site.

It is important to get a suitable base where you can find a lot of potential customers. Sending letters to a random base is a useless undertaking.
