Missing iTunes Match library on second computer?

Good afternoon.
There is a computer with Windows XP and after updating iTunes to version 11.1, the media library is no longer displayed. Everything worked on the previous version.
If you select “Update iTunes Match” in the menu, then after some time this icon appears:
and the library is empty.
Login / logout, authorization / deauthorization, as well as turning iTunes Match on and off do nothing. I even tried to reinstall the program - all to no avail.
There is an iPhone on the same network and everything works there, songs are downloaded and played.
Any ideas what can be done?

Maybe the Apple servers are overloaded (as always at the time of the release of the new iOS)?
