Is it possible to restore purchases on a previous generation device?

Background:
I used a 4th generation stub (iOs 7), about a year ago I got hold of a 5th generation stub. According to the instructions - I made a full encrypted backup of 4k, deployed this business on 5k, everything was fine, the applications that were in 4k were loaded. After that, the old phone thought to sell, so I wiped it.
Now it became necessary to hand over the 5th for warranty repairs (as long as the deadlines allow), but the purchased navigation on vacation will be desperately needed. In terms of repair, 5ka does not have time for 99% and I decided to resurrect the old phone.
Connected to iTunes deployed his own one-year backup. But the apps installed all disappeared.

it was necessary to turn off two-factor authentication, since it is not supported by old pieces of iron. In other words, the phone simply could not log in from the store.
