Missing h1 heading but having h2 and h3 is that ok?

Hello! Soon to accept the site from the developers. Now I came across such a topic as SEO headings H1 - H6, where a lot is written about their importance in promotion. I looked at my site now and saw that I don’t have H1 at all, H2 is generally the end of the page, that is, the heading practically does not relate to the essence of the page, and it is physically located on the page below H3, and H3 conveys the very essence of the page and is physically under the header. Tell me, is this normal? Maybe now the search engines are not interested in these headings at all?
Another second question: But on the main H1 headings there are a lot of different ones, is it possible?

I would correct for the sake of content relevance.
It's also worth fixing. They should be listed in order of importance. There is a lot of information on the web
about headings , google is for help.

You can do whatever you want, but you don't have to. Usually they make H1 - 1 piece per page, H2 - 2 pieces per page, H3 - 3 pieces, etc.
