How to copy the content of someone else's site and not get banned by search engines?

I want to start a blog, collect entries from different sites on a specific topic. I know that you can link to the source, but how to do it right? And what will happen if I "quote" a lot of someone else's text?

Quoting is certainly good, but I don’t think that it will be possible to get good positions either in Google or Yandex. Reasons:
1) In Google , the "Panda" filter for the quality of content (lack of added value) and for stolen content (the same "citation", the search engine sees that such content already exists and it is not yours, so I'm sorry, but you can't see TOPs ).
2) In Yandex, this is AGS and its working principle is the same as Pandas - we already have such content, why do we need yours in the TOP?
3) DMCA filter - filter for copyright infringement.
So think, do you need it? Maybe later, you will even start publishing unique content, but such content will be indexed very badly and very slowly, because the PS knows that the content here is so-so and you shouldn’t go there often)
