It's expensive because it's a 3G modem. The same ones are sold by mobile operators for a thousand and a half. But I'm not sure that it is possible to organize a grid through their routers (I did not try to access other computers through it, only distribute the Internet).

I think you need something like TP-Link TL-MR3040. Put custom firmware there, such as Open-WRT or DD-WRT or something else, and instead of a 3G whistle, mount a card reader with your card (well, or a flash drive).
