It's expensive because it's a 3G modem. The same ones are sold by mobile operators for a thousand and a half. But I'm not sure that it is possible to organize a grid through their routers (I did not try to access other computers through it, only distribute the Internet).
Any modern smartphone can also be a Wi-Fi point if you need to distribute the Internet.

Thank you, the options are very good. But it looks like I didn't give the right example in the question. 3G is not important to me, I only need Wi-Fi + Battery + SD card as storage.

I think you need something like TP-Link TL-MR3040. Put custom firmware there, such as Open-WRT or DD-WRT or something else, and instead of a 3G whistle, mount a card reader with your card (well, or a flash drive).

And why are you just not satisfied with an android smartphone with an sd card and distribution of Wi-Fi?
Autonomously, minimalistically, if you take an extended battery, it can distribute everything for quite some time.
