Memory frequency or volume?

Budget: 11.000 rubles
1) I want to buy a new mother for my old man (socket 1155), but budget options give a replacement for my maximum frequency of 2200 at 1333 MHz. ZATO the amount of memory from the available 8 gigs will increase to 32. What is better to choose?
2) Do you think it's better to stay on socket 1155 with my i7 2600k, where there are no motherboards with DDR4. Or spend some money on 1151 (i5 7700 for starters, then upgrade to i7 6700) and get good RAM and even 3.0 USB to boot? It seems like an investment in the future :)
PS I don't use all the power of my processor, so i5 should be enough for me. Just for a comfortable game, for example, in GTA 5 I don’t have enough RAM, and the processor is usually half loaded (according to the task manager). So I think to focus on the RAM.
3) When buying RAM, you should consider the same frequencies and timings. Please tell me more and explain what the timings are.

In principle, the processor is still very relevant and it is not worth putting it in the far shelf. If at the moment only RAM is not enough, then you can purchase a used motherboard for Avito and add a memory module. You can't buy a new board on this socket for a reasonable price. I would do so, and in a couple of years I would have completely updated.
It is worth buying RAM with a frequency no less than now, because otherwise all the memory will work with its frequency. Don't worry about timings.

But the catch with "I do not use all the power of my processor." This is for now, games require additional. calc. power, so it's better to have a backlog, a modern backlog. This is ddr4, and yusb3, and m2, full stuffing
