Media law (3000+ subscribers) really works?

At one time, this law was vigorously discussed https://habrahabr.ru/post/288956/
They were indignant that anyone could be easily blocked.
But I haven't heard any precedents yet. Were they really not? If everything is so simple, I wonder why competitors do not use it to annoy each other?

It does not work because they cannot establish reliable blog traffic. YouTube and VK do not count because this is not your blog, but your page within another service.
