How to edit Blogspot.com templates?

Can you please tell me what language is used when writing blogspot.com templates?
For example, I need to change the output <title></title>- now it is formed from the blog title and the page title - I need only the page title to be there ..
It seems to be responsible for this <title><data:blog.pageTitle/></title>
How to rewrite it? Where is the instruction for this language?

Blogger uses its own XML markup.
