MAK WIN10 VLSC number of activations?

Bought 30 WINDOWS10 licenses. I go to the VLSC personal account, find my MAK key for multiple activation and see that the number of activations is 2/50, although I activated all 30. Why is only 2 activated and 50 available? How hard is such a key tied to the hardware?

Good afternoon.
If the question is why 2 and not 30 - perhaps a glitch.
If - why 50 and not 30, then MAK keys are issued in batches (if I'm not mistaken, 50 each). You can request a KMS key through the MS activation center, then there will be 1 key without a counter. If anything, the VLSC has a description of these types of keys in the FAQ. Can you find it or send me a link?
The key is not attached to the iron. The key is given one with multiple activation.
This all applies to Volume Licensing (OLP/OV/EA) only.

You can only transfer ESD keys. And they, as far as I know, are not distributed through the VLSC.
Other versions (oem, box) require installation and use on one device.

We have the same story with Windows Server according to SPLA - we activated and report for N licenses, and a noticeably smaller number is displayed in VLSC. Rumor has it that there are a lot of people and this is a glitch.

We have packages of purchased 10 pro, 8.1 pro, purchased at different times - 5 pcs, 10 pcs, 17 pcs, 20 pcs, etc. - in all cases except server 2012 50 on the poppy counter, on the server - 45 on the other 30 why then.
Our activation counts more or less correctly, but they activated 1 per day on average, because. I do not collect more than 1 PC per day because of the heaps of work.
