Mac Mini as a server for work?

Good day.
There is a task - the server for office is necessary.
The following picture emerges: in the main office - put a mac mini, on which you could simultaneously work and run a file server + connect 3 additional computers to it (all on Windows) in order to use shared files.
There are also 4 additional offices, each with 1 computer (all on Windows), they also need to be connected to this mac mini in order to use shared files.
But for computers that connect to this mac mini, you need to set the rights to only read and print, exclude the editing function.
Tell me, is it possible to do this with mac mini? And what you need to do?

What's the point of mac mini here? If it is actively used as a file cleaner, it will be unrealistic to use it as a desktop, it does not have the same performance. It is cheaper and more reliable to assemble an inexpensive file washer on Linux.

You can make a server on a poppy mini, but you won’t be able to work behind it, the server must be a separate machine.
