Mac Mini 2014 (MGEM2GU/A) enough for a web developer?

the laptop itself for 2012 has an average multimedia, not i3
if you compare it and the Mac Mini 2014 (MGEM2GU / A) is it heaven and earth?
because they took a friend a year later than mine, about the same and works even worse than mine .... it seems to be progress, but something was not visible

I have Mac mini 2012. i7, 4GB.
Memory is not enough, but I have a habit of using chrome and opening a bunch of tabs.
And so everything is fine. But it is better to take more memory.
More brakes with the Photo application arise.

Will not be enough.
The language is not specified, so let's assume it's Ruby or PHP.
There will not be enough RAM (now 8 will not be enough, I recommend 16) and without an SSD everything will slow down (PhpStorm or RubyMine).

Will not be enough. Processor 1.4 and memory 4 - not enough.
