Xcode is a very resource intensive application. He needs a fast processor, a lot of RAM and an SSD drive.
If you have little money, my bad advice to you is to assemble a hackintosh at least based on a Core i5 with a frequency of 3.3+ GHz, you can even pick up used components.
I have experience comparing Xcode on a 2010 macbook 2.6ghz to an SSD that I upgraded to a new Macbook Retina i5 2.6ghz. It got much faster. But when I installed a hackintosh on my home system i5 3.4 GHz 2012 (Ivy Bridge) - it works noticeably faster even on the latest Macbook. The processor is very important.
MacPro 2.1 - officially you can only install OS X Lion. With the help of dancing with a tambourine - El Capitan. But forget about GeForce 7300 support. Drivers have been removed since Mavericks.
In addition, the power consumption of the MacPro is much higher.
