LSS not working properly?

I bought an i7 9700kf, deepcool gammamax l240t to it. The frequency is 4.9 GHz according to the standard turbo boost. When loaded in the game (assassins creed origins), the temperature reaches 100 degrees and throttling begins. LSS blows to the maximum, what's the problem?
