Low speed L2TP on Mikrotik RB951G-2HND. How to maximize speed without encryption?

I'm in this kettle, doing this for the first time. Raised the L2TP server to Mikrotik RB1100AHx4, the client - RB951G-2HND. There is fiber on both sides, but the speed even without IP Sec is 3-8Mbps. Where is this set up please?

Alas, you need to change 951 to something more powerful.
Encryption goes through the CPU and you run into its limits.
The easiest option is to replace it with a hex series.
Look also at what type of encryption you need and whether this tick supports it.
