How to connect networks?

I ask for help, advice or something else _))
The task is to combine two independent networks.
1) City of Moscow
internal network - 192.160.0.0 / 16
external ip 100.100.100.100 / 252
Equipment Cisco 1921/K9
2) City of Ryazan
internal network - 10.10.0.0 / 16
external ip - 200.200.200.200 / 252
Equipment Microtik
Help to combine two networks . Thoughts are over.
We wanted to merge via IPSEC, so Cisca does not support encryption (there is no crypto isakmp command).
At the heart of the task is that two servers within these networks see each other and exchange information (192.168.30.1 and 10.10.30.30).

Throw out a cisco that doesn't have isakmp :) and buy a Mikrotik. On two Mikrotiks, IPSec is configured in just a few commands, especially if by PSK, and not by certificates. Or put linux with strongswan - it is no less easy to integrate.
if there is no "crypto isakmp", then it's probably old ios, you need to reflash the cisco to a newer
one, and if not, then I think it's easier to raise Linux with openswan from the cisco side
Tunnel - I agree, but you can't do it without encryption.
