How to localize part of the traffic for a web browser?

you need something like this: if the link to the file matches a certain mask, then this link is replaced by a local
one; if the file does not fit the mask, then it is requested on the Internet, for example,
if it is a link localhost/reports/sales01.pdf is given
otherwise this file is already requested on the internet, for example www.mycompany.com/img/logo.jpg
